Using this technique you should be able to easily vectorize images.

Fundamentals: Pen Tool

Firstly, select an image.

I choose this image:

Outline a part of the picture. In this case, the center of the flower was outlined.  Pick a color that wish to fill that part with.  Right click inside the outline, and select Fill Path.

Now you have to focus on the other details like the shadows, shades, and other areas, and apply the same method from above.

By repeating the method several times, you should have something like this:

Then by vectoring the last piece, you should end up with this:
