Apply the following filters:

Filter -> Distort -> ZigZag
Amount: 15
Ridges: 10
Style: Around center
If nothing dramatic happens, press CTRL+F to repeat the filter to make your composition alittle more interesting.

Smoothness: 0

Filter -> Blur -> Gaussian Blur
Radius: 2.0
